Here is Mayor Peter J. Malouf's opening comments at the April 21, 2026 regular meeting of the Town Council. It has been adapted for the Web.

" Good evening everyone, and thank you for being with us tonight.
This evening, I would like to share a number of updates on important files that continue to evolve across our community.
These are concrete, fundamental issues that directly affect the quality of life in Mount Royal.
Since this is our biggest project—and undoubtedly the one everyone has been waiting for—I’ll start with a brief update. The project is progressing well, and as you can see, the steel structure is now actively being erected.
Over the past few weekends, some work has been carried out, and we understand the inconvenience this may cause. These additional work periods have been necessary to maintain the pace of construction and avoid delays in the sequencing of upcoming phases.
The site will become even more active in the coming weeks, and we thank residents for their continued patience and understanding.
The program has been in place since mid-March, with the contract awarded to JFSA at the last meeting. We have planned approximately 350 inspections this year, but to date, participation remains lower than expected.
We currently have about a hundred registrations, and I’d like to take this opportunity to remind you of the importance of this program. I encourage residents to visit the Town’s website to learn more and to register.
Following the notice of motion issued in February, an open house and a public consultation were held in late March. These consultations generated valuable feedback, both through in-person discussions and written submissions.
The council and administration are currently reviewing these comments to ensure a well-considered and balanced approach for this sector. As a result, the adoption of the PPU will be deferred by a few months to allow for this continued reflection.
This remains a key file for the future development and revitalization of our Town.
Today is Earth Day, and several activities have been organized, particularly at the library. More initiatives are also planned in the coming days as part of our environmental engagement.
As part of our contest, trees were distributed to residents in each district. I am pleased to share the winners, in order from District 1 to 8:

The winners will be contacted directly by the Town with the necessary information for picking up and planting their tree. These small gestures contribute meaningfully to the environmental health of our community.
The return of BIXI bikes is always a sure sign that spring has arrived. However, please note that the station previously located on Plymouth will not be reinstalled there at this time.
Due to upcoming major construction on this street, the location is not suitable for the current season. The station has therefore been temporarily relocated to its previous location in front of Maison Brisson.
Spring not only brings warmer weather, but also the return of roadwork across the Town.
Work has already begun on the Cornwall Bridge for the future bike path.
Work on Bates will resume around mid-May. Additional infrastructure work is in tender and will begin in June. Thank you for your patience and understanding.
We continue to evaluate measures to reduce transit traffic and improve safety in residential areas.
Therefore, we will reinstate the 2024 pilot project to close certain medians on Laird and Graham. This initiative is being implemented in collaboration with our traffic consultants.
Longer speed bumps will also be added at strategic locations. Traffic counts have already been conducted and will be repeated following implementation to assess effectiveness.
The closures are scheduled for late May and will remain in effect until the fall. Additional details will be made available on the Town’s website shortly.
We will now proceed with the regular business of council.
