IMPORTANT NOTICE: Freeze Period for Certain Permit and Certificate Applications
At its May 13 meeting, the Town of Mount Royal tabled a notice of motion and 1st draft by-law to amend various articles of Zoning By-law No.1441. In accordance with the Act respecting land use planning and development, the revision of the zoning by-law entails a freeze on certain permit and certificate applications. This freeze has been in effect since May 13, and will remain in effect until the adoption of the by-law in July 2025, if all goes according to plan.
However, it is still possible to issue a permit or certificate if an application received after May 13, 2025 fully complies with the standards of both versions of the zoning by-law, i.e. the one currently in force and the one to come under the regulatory revision. It is therefore important that a permit or certificate application complies with the most restrictive by-law in order to be processed.

Generally, all work done on the exterior of your home requires a permit issued by the Town of Mount Royal.
Work performed inside requires a building permit when it is structure-related. You may also need a plumbing permit when adding or relocating fixtures that connect to the water network.
Before initiating your project, make sure to comply with the current municipal by-laws and obtain the necessary authorizations. Please refer to the Municipal By-laws page for further information.

Over the years, the Town has shared several communications about the importance of securing access to residential pools, to encourage Town of Mount Royal pool owners to add an enclosure to control access.
We'd like to remind you that September 30, 2025 will mark the end of the exemption granted by the Residential Swimming Pool Safety Regulation for bringing residential pool installations into compliance. All pools will need to be compliant with the by-law, including those installed before November 1, 2010.

Since February 1, 2025, the Town of Mount Royal renounced its agreement to oversee the application of the Plumbing Construction Code. Its territory will therefore fall under the authority of the Régie du bâtiment du Québec (RBQ).
In concrete terms, this means that plumbing contractors and builder-owners will no longer need to obtain a permit from the Town of Mount Royal. However, they will be required to declare to the RBQ all eligible plumbing work carried out on Town of Mount Royal territory. Fees associated with the work must also be paid to the RBQ.

We remind you that it is mandatory to file a declaration of work. Interest will be charged if the plumbing contractor fails to comply with this requirement. Declarations are subject to verification.

Please note that the certificate will be granted upon inspection approval of the construction site's proposed layout plan, which includes rigid fencing, infrastructure, trailer placements, tree protection measures, and access.
Only the property owner can submit a request. Nevertheless, the owner can authorize someone else via a written proxy.
When the owner is a corporation or a condominium, the Board of Directors must pass a resolution designating a signatory.
