Resilient Properties Program

This section will provide you with all the information you need about RESILIENT PROPERTIES, the subsidized inspection and support program for property owners who have suffered and declared water damage since 2022 (hereinafter referred to as the “Program”)

Introduction and objectives  

As part of its new asset and stormwater management strategy, the Town of Mount Royal is launching Resilient Properties, a subsidized inspection and support program for property owners who have experienced and declared water damage since 2022. This initiative aims to anticipate risks and reduce the vulnerability of certain buildings to heavy rainfall.  

This Program is part of the municipal council's commitment to take preventive action and support citizens in strengthening the territory's resilience to climate change. It is a key element of the Town's asset and stormwater management strategy and complements the investments and actions planned for municipal infrastructure, which include the addition of surface water retention and management measures to delay the arrival of water flowing into the sewer system. 

The Program will begin in spring 2026 and continue in 2027 and 2028, with a maximum of 1,000 inspection requests over three years, including 350 in 2026.

In 2026, the Town will invest $1 million to implement the Resilient Properties program. 

Eligible property owners will receive free, turnkey support from a professional firm appointed by the Town, including: 

  • A detailed inspection (interior and exterior) to identify specific risks, 

  • An inspection report and vulnerability assessment, 

  • A personalized report proposing appropriate corrective measures. 

Please note that the corrective work outlined in the report by the specialized firm will be at the owners' expense. The Town will not subsidize the corrective work. The specialized firm that will be selected to carry out the inspections will be chosen in March 2026, following a public call for tenders.   

Program Summary

This support program, carried out by a specialist firm commissioned by the Town, will consist of analyzing and inspecting, free of charge, the plumbing systems of eligible properties, as well as outdoor installations such as landscaping, foundations and gutters, among other things. 

Following its analysis, the firm will provide the owner with a professional report that includes a diagnosis, recommendations and suggestions for improvements aimed at reducing the risk of sewer backups and water damage. A copy of the report will also be provided to the Town for its records. 

The recommendations resulting from this analysis will enable owners to know the best ways to protect their property. 

  • The Program will offer services to the first 1,000 eligible applications submitted over a three-year period. 

  • Under the Program, the Town will subsidize the inspection of 350 properties in 2026, representing an investment of approximately $1 million in the first year.  

  • To be eligible for the Program, property owners must have reported a water-related claim to the Town or their insurer since 2022. 

  • The 350 places will be allocated on a first-come, first-served basis once the Program launches in the spring of 2026. 

  • Registration will be done using an online form available on the Town's website once the Program officially opens, on March 10, 2026. 

  • Proof of a claim to the Town or your insurer will be required and must be provided during online registration to ensure the validity of your application. A section of the form will allow you to upload the required documents. 

  • Generally speaking, the external firm hired by the Town will inspect the following items:  

    • Check valves, 

    • French drains, 

    • Foundations, 

    • Gutter systems, 

    • Curbs, 

    • Landscaping.

A few important dates 

  • Phase 1: Applications processed in 2026 will be the first 350 eligible applications submitted before August 31, 2026. 

  • Phase 2: Applications processed in 2027 will be the first 350 eligible applications submitted before August 31, 2027, and those that could not be processed in 2026 will take precedence.   

  • Phase 3: Applications processed in 2028 will be the first 350 eligible applications submitted before August 31, 2028, and those that could not be processed in 2027 will take precedence. 

Applications will be accepted on an ongoing basis, but appointments and inspections will happen between May and October of each year. Please note that the Program may end before the scheduled date if the maximum number of 1,000 applications is reached. 

For 2026, eligible registration will begin ion March 10, 2026 and will end on August 31, 2026. However, we strongly recommend that owners interested in registering for the Program do so quickly, as property inspections must take place between May and October 2026 and cannot be conducted during the winter months.  

Eligibility Criteria

This subsidized inspection and support program is intended for property owners who have experienced and reported water damage since 2022. 

A claim is eligible if it meets the following criteria: 

  1. The claim is related to water damage.  
  2. The damage was caused by flooding and/or sewer backup. 
  3. The flooding and/or sewer backup was caused by weather conditions (e.g., heavy rain) or climate conditions (e.g., snowmelt, spring flooding). Consequently, sewer backup caused by a sewer blockage (e.g., roots, debris clog) is not eligible for this Program. 

Proof of claim to the Town or your insurer will be required and must be provided during online registration to ensure the validity of your application. A section of the form will allow you to upload the required documents. 

All main buildings existing at the time the Program comes into effect, located within the Town limits and meeting the following conditions, are eligible for the Program: 

1. The ground floor and basement are occupied by one or more of the following groups of uses, in accordance with current urban planning regulations: 

  • Residential, 
  • Community and institutional, provided that the floor area for this use is 500 sq. m. or less, 
  • Commercial, provided that the floor area for this use is 500 sq. m. or less. 

2. The building has been affected by at least one eligible disaster since June 15, 2022, and said disaster has been reported to the Town of Mount Royal or an insurer, including a claim. 

Excluded buildings: Buildings whose ground floor and basement are occupied by industrial and para-industrial activities are excluded from this Program.

When Can I Sign Up For the Program?

For 2026, eligible registration will begin on March 10, 2026 and will end on August 31, 2026. However, we strongly recommend that owners interested in registering for the Program do so quickly, as property inspections must take place between May and October 2026 and cannot be conducted during the winter months.  

Only the first three hundred and fifty (350) complete and compliant applications submitted by August 31, 2026, will be eligible for the services offered by the Program in the current year of application, subject to the Program's end conditions.

How Can I Participate?

  1. See if you qualify by reviewing the eligibility criteria. 

  2. Starting March 10, 2026, fill out the online registration form, providing the full street address, the names and contact information of the owners, and proof of the damage reported to the Town or your insurer.  

  3. Once your eligibility has been confirmed, a representative from the specialized firm commissioned by the Town will contact you to schedule a date for the inspection of your property. 

Issues Regarding Participant Availability

The Town reserves the right to invalidate any qualified and eligible application if the owner or their representative does not cooperate:   

  1. If the owner cannot be reached using the contact information provided, despite at least three (3) attempts to contact them by the Town or its Agent, 
  2. If the owner is unavailable for a property inspection appointment, despite at least three (3) attempts to contact them and at least five (5) time slot offers from the Town or its Agent, 
  3. If the owner does not provide the information requested by the Town or its Agent to perform the vulnerability assessment, including a detailed history of eligible Claims, as well as any relevant documents and Proof of Claim to understand the causes. 

The Town is committed to communicating with its residents in a courteous and respectful manner and expects applicants to do the same.
