Over the years, the Town has shared several communications about the importance of securing access to residential pools, to encourage Town of Mount Royal pool owners to add an enclosure to control access.
In recent weeks, the Town has received several questions about the installations permitted for bringing swimming pools up to standard. The Town of Mount Royal wishes to reiterate its position on the need for a fence that physically separates a swimming pool from a house. This installation remains the best way to secure a swimming pool in order to prevent drowning. This solution, which has been in place since 2010, will therefore continue to be the preferred option.
However, we are aware that installing a fence between a house and a pool built before 2010 can sometimes be difficult. In these rare cases, alternative solutions may be proposed. These solutions will be analyzed on a case-by-case basis and accepted if installing a fence proves technically impossible.
We remind you that a permit is required for the installation of a fence or any alternative solutions.
September 30, 2025 will mark the end of the exemption granted by the Residential Swimming Pool Safety Regulation for bringing residential pool installations into compliance. All pools will need to be compliant with the by-law, including those installed before November 1, 2010.
