Opening Comments by Mayor Peter J. Malouf - Regular Meeting of Tuesday, March 24, 2026

Here is Mayor Peter J. Malouf's opening comments at the March 24, 2026 regular meeting of the Town Council. It has been adapted for the Web.

Note: The full recording of the meeting will be available on the Town's Youtube Channel.

"Good evening everyone, and thank you for being with us tonight.

Spring has officially arrived on the calendar, even if the weather seems reluctant to cooperate.

This evening, I would like to provide updates on several important files that are actively moving forward.

These are key initiatives that will have a tangible impact on the quality of life in our community.

New Sports and Community Centre

As you can see, the project is progressing steadily and taking shape before our eyes.

The concrete work is now well underway, and the steel structure will be erected shortly. We remain on schedule and within the approved budget, which is a significant achievement for a project of this magnitude.

This future centre will become a major gathering place for people of all ages.

Graham Boulevard Bicycle Path (West Side)

The bike path installed last summer has been widely appreciated and has improved cyclist safety.

However, the current layout—where parking is set back from the sidewalk—has caused confusion. After careful evaluation, we concluded that a more conventional layout would be safer and easier for everyone to understand.

This spring, when the new markings are applied, the positions of the runway and the parking area will be reversed. Parking will once again be adjacent to the sidewalk, while cyclists will continue to benefit from a clearly marked protected lane.

This change is expected to improve compliance with traffic signs and overall safety.

Lucerne Traffic Study

I want to reassure residents that this file is active and progressing.

The consultants have completed their analyses, and our technical teams are currently evaluating the proposed scenarios. This is a complex matter involving bike lanes, parking, sidewalk extensions, and traffic signal adjustments.

Each option has its own advantages, limitations, and financial implications, which must be carefully evaluated. A detailed presentation will be made to council members in late April or early May.

Decisions will be made with care to ensure sustainable and effective solutions for all residents of TMR.

Road Conditions

This winter has been particularly hard on our road network, and many streets have deteriorated significantly.

Temporary repairs have been made, but permanent repairs are now needed. Côte-de-Liesse, a major arterial road, is a top priority.

Originally scheduled to take four years, the renovation will be expedited. Following discussions with the administration and council members, we have decided to invest an additional $4 million.

As a result, Côte-de-Liesse between Manella and Acadie will be completely repaved in 2026. Repairs will also take place at both ends of Rockland Road and on the north side of Connaught Park.

The Town’s strong financial position allows us to make these investments responsibly. Previously planned repairs on local streets will proceed as scheduled.

Maintaining safe and sustainable infrastructure remains a top priority.

Quebec Games

I would like to conclude on a positive note by recognizing several young TMR athletes who distinguished themselves at the Québec Games.

Their determination and achievements are a credit to our entire community.

  • In fencing: Susan Ji and Xizi Yin
  • In hockey: Daphne Tsanos
  • In figure skating: Anne-Sophie Ricard, Mariam Ouaddahou, Miroslava Oreshkin
  • Cross-country skiing: Elizabeth Cabaret

If you know them—whether as neighbors, friends, or family members—please feel free to congratulate them. Their achievements remind us of the important role sport plays in the development of our youth.

We will now proceed with the regular business of the council meeting.

Thank you for your attention and for spending your evening with us."
