Following a rigorous design-build tendering process, the Town of Mount Royal has confirmed the awarding of the contract for the construction of its new Community and Sports Centre (CSC).
Construction of the new complex was awarded to the Équipe Sports et CommunautéVMR consortium, managed by Groupe Geyser Inc. and Groupe Axor Inc., at a special meeting of the Town Council held on Monday, April 28.
The members of the Town council are particularly delighted with the conclusion of this important step in the process that will see the construction of this new facility to serve all Townies.
The contract, worth $77 million ($89 million including taxes) was awarded 4.3% below the maximum allowed in the call for tenders.
A five-person selection committee (made up of five people, none of whom are elected municipal officials) evaluated the three proposals received, based on 11 pre-established criteria relating to concept, construction quality, sustainable development, schedule and price. Other considerations were the architectural integration with the Town Hall and the future building at 30-40 Roosevelt, which will house the fire station and municipal service offices.
The selection was based on a thorough process to ensure fairness between all bidders, according to predetermined stages.

Let’s remember that design-build is a turnkey service for the Town. Under this method, the entire mandate is given to the same bidder, who is then responsible for drawing up the plans and specifications and proceeding with construction within a predetermined budget.
The future Community and Sports Centre: a multi-purpose complex that brings people together
The CSC will be a bright space where sports and aquatic activities, well-being and community life will coexist in harmony to meet the needs of all generations. The infrastructure will include an indoor swimming pool with several basins, a gymnasium, sports fields, classrooms, as well as offices and rooms open to the public and groups of residents active in the community.
The CSC will greatly contribute to increasing the offer of leisure and sports activities, while providing greater accessibility and programming for all residents.

The town has received a $2.7 million subsidy from the Ministère de l'Éducation et Ministère de l'Enseignement supérieur du Québec for this infrastructure project.
