Opening Comments by Mayor Peter J. Malouf - Regular Meeting of Tuesday, February 17, 2026

Here is Mayor Peter J. Malouf's opening comments at the February 16, 2026 regular meeting of the Town Council. It has been adapted for the Web.

Note: The full recording of the meeting will be available on the Town's Youtube Channel.

"Good evening everyone, and thank you for joining us on what is fortunately a milder evening than we have experienced recently.

Potholes

I’ll start tonight with a very timely topic: potholes. Like many municipalities in the region, the Town of Mount Royal is not immune to the effects of freeze-thaw cycles. However, I want to reassure you that our public works crews are on the job and responding regularly, even though weather conditions sometimes limit the time available for repairs.

To reinforce our internal crews, we have awarded a contract of nearly $50,000 to a specialized firm to address the more deteriorated or heavily travelled areas. Les premiers résultats sont positifs, et nous continuons de suivre les nouvelles méthodes disponibles sur le marché afin d’identifier des solutions plus durables et à long terme.

Intelligent traffic lights in the Town Centre

The installation of smart traffic lights in the Town centre was completed about ten days ago. We are now in an adjustment period: the system is collecting traffic data, and the supplier will conduct an analysis after about a month to assess whether any adjustments are necessary.

The system is therefore in a calibration phase, and we kindly ask for your continued patience while traffic patterns are being optimized to ensure smoother and more efficient circulation.

Beaumont PPU

For over a year, the council and administration have been actively working on the Beaumont Sector Special Planning Program. I am pleased to announce that tonight we are taking an important step forward with the tabling of the draft and the notice of motion initiating the formal adoption process.

In keeping with our commitment to meaningful citizen participation, an open house will be held on March 23, followed by the public consultation required by law on March 25.

We hope to see many of you there to talk with our professionals, ask questions, and share your comments. These will be analyzed before final adoption in May.

STM Bus Network Review

With the upcoming opening of the REM line to the west of the island, the STM is currently reviewing its bus routes in order to optimize service on a regional scale. Some adjustments will affect routes 165 and 119, as well as the industrial sector of the Town of Mount Royal.

All relevant information is available on the Town’s website, and we encourage residents to review the proposed changes and stay informed as the implementation approaches.

Community and Sports Centre

I would now like to provide you with a brief update on one of the most important projects for our community in recent decades: the new Community and sports centre. As many of you may have seen, the building is now literally emerging from the ground, marking a very visible and exciting phase of construction.

A few weeks ago, several members of the administration and I were invited by the Axor Group/Geyser consortium to take a detailed tour of the construction site and receive a comprehensive update on the progress of the work. The progress on site was remarkable, and I am pleased to confirm that the project is advancing on schedule and on budget.

The consortium also emphasized that the choice of the progressive design-build model proved to be extremely beneficial. This approach has enabled stronger coordination among subcontractors, more efficient decision-making, and closer collaboration between the Town, our project managers, and the construction team.

The work is progressing in an exemplary manner, with no negative surprises to date, which is a testament to the rigorous planning and the quality of the partnership that has been established. This project will soon become a central gathering place for residents of all ages and a lasting investment in the health, vitality, and quality of life of our community.

Thank you for listening.

We will now proceed with the official agenda for this council meeting."
