Construction Notice from Hydro Quebec - Installation of an Underground Power Transmission Line: Lucerne Road - From April to September

Lucerne Road - Hydro-Québec underground pipeline work (Saraguay Project)

To meet the growing demand for electricity and ensure the long-term reliability of its infrastructure on the Island of Montreal, Hydro-Québec will be installing an underground power transmission line between the Mont-Royal and Saraguay substations.

Work period: from April 30 to September 26, 2025
Schedule: Monday to Friday, from 7:00 to19:00
Some weekend work may also take place.

Work zone and scope:

  • Construction of underground ducts and installation of junction boxes
  • Lucerne Road: between Jean-Talon West and Chemin de la Côte-de-Liesse

Work Details:

Hydro-Québec will be carrying out underground pipeline work on Lucerne Road as part of the Saraguay Project. This work will take place in three phases and will result in road closures and detours. Here are the details:

1st section: April 30 to July 18, 2025

  • Complete closure of Lucerne Road northbound between Jean Talon and Kindersley.

2nd section: August 4 to September 2, 2025 (Possible extension until September 12)

  • Complete closure of Lucerne Road northbound between Kindersley and Plymouth.
  • Partial closure (one lane out of two) southbound between Kindersley and Plymouth.
  • Detour routes for traffic:
    • Either the intersection of Mitchell and Kenaston,
    • Or the intersections of Algonquin, Powell, and Lazard. (Note: During the week of August 25, the Algonquin, Powell, and Lazard intersections will be open to traffic.)

Section 3: September 2 to September 19, 2025 (Possible extension until September 26)

  • Work between Plymouth and Côte-de-Liesse Road.
  • Detour routes to access Lucerne Road northbound:
    • Via Plymouth, Duncan Road, Décarie Boulevard, Côte-de-Liesse Road East.
    • Or via Kindersley Avenue, St-Claire Street, Graham Boulevard (under the A-40), Côte-de-Liesse Road West.
  • Detour route to access Glengarry Avenue:
    • Via Plymouth Avenue, Lucerne Road, Algonquin Avenue, Graham Boulevard.
  • Access maintained for local traffic.

Impacts:

  • Removal of parking spaces in the affected zone
  • Occasional noise from machinery operations
  • Safety measures in place including signage and maintained access to homes and businesses

Mitigation measures:

  • Provide appropriate signage 
  • Maintain access to homes and businesses at all times 
  • Pedestrian access maintained 
  • Flagmen and flagwomen present as needed to ensure safe traffic flow around the worksite 
  • Installation of site fencing to separate work area from pedestrian passageway 

Please note: No power outages are expected during this work.

Crossing Côte-de-Liesse Road under Highway 40

To ensure the long-term operability of its facilities on the island of Montreal, and to meet growing demand for electricity in the area, Hydro-Québec is building an underground transmission line between Mont-Royal substation (Côte-des-Neiges-Notre-Dame-de-Grâce borough) and Saraguay substation (Saint-Laurent borough).

The work involves laying open-trench underground conduits under Highway 40 to link Avenue Sainte-Croix and Chemin Lucerne. 

Work period: early June to late August

Schedule: weekends only

Work duration for each phase will be three weekends. Work phases and impacts: 

  1. Phase 1:Côte-de-Liesse crossing westbound Complete closure of avenue Sainte-Croix between rue Dion and chemin de la Côte-de-Liesse 
  2. Phase 2: Crossing under the A40 viaduct Partial closure of northbound traffic to cross the A40 (one lane maintained) 
  3. Phase 3: Côte-de-Liesse crossing westbound Partial closure of chemin Lucerne, one contra-flow lane maintained
