Launch of the Resilient Properties Program

The Town council is launching Resilient Properties, the subsidized inspection and support program for property owners who have suffered and declared water damage since 2022.

This initiative, which aims to anticipate risks and reduce the vulnerability of certain buildings to heavy rainfall, complements the new asset and stormwater management strategy being implemented by TMR on its side.

Here are the main points:

  • Resilient Properties will begin in the spring of 2026 and will continue in 2027 and 2028, for a maximum of 1,000 inspection requests over three years, of which 350 are planned for 2026.
  • In 2026, the Town will invest $1 million to implement the Resilient Properties program.
  • Eligible property owners will receive free, turnkey support from a professional firm appointed by the Town, which will be selected in March following a public call for tenders.
  • This Program includes:
    • A detailed inspection (interior and exterior) to identify specific risks,
    • An inspection report and vulnerability assessment
    • A personalized report proposing appropriate corrective measures*.
      • *Please note that the corrective work outlined in the report by the specialized firm will be at the owners' expense. The Town will not subsidize the corrective work. 

Eligibility and Registration

  • To be eligible for the Program, property owners must have reported a water-related claim to the Town or their insurer since 2022.
  • To register, you will need to complete the online form that will be available as of March 10, 2026, on the Town’s website. The 350 places will be allocated on a first-come, first-served basis.
  • Proof of claim to the Town or your insurer will be required and must be provided during online registration to ensure the validity of your application. A section of the form will allow you to upload the required documents.
  • For 2026, registration will start on March 10 and will end on August 31. However, we strongly recommend that owners interested in registering for the Program do so quickly, as property inspections must take place between May and October 2026 and cannot be conducted during the winter months.
