Following the tabling of the Ville de Montréal's latest assessment roll in September 2019, property assessment notices were sent to Mount Royal property owners, all types of units combined.

Not an invoice

A property assessment notice is not an invoice. No payment is expected from the recipients.

Giving the document no more than a quick glance may trick you: it can be easy to confuse the bottom of the notice with a claim for payment, all the more since a box called "Amount of money to be included" displays an actual amount.

Note that this amount is only payable by owners who wish to request a review of their home's assessment, in which case the amount should be paid to the Evaluation Department of the Ville de Montréal, not the Town of Mount Royal. Your payment would also have to be attached to a review request form, “Application for review of the real estate assessment roll”, properly filled out: one doesn’t go without the other.
