What projects require a building permit?
For all the following types of project, you should contact the experts in our Urban Planning and Development Division to get your project approved and obtain the necessary permit.
You will avoid many potential problems and extra costs by checking with us before beginning work on your project.
Residential zones (single-family dwellings, duplexes)
- Demolition of a building
- Demolition of an accessory building or a pool
- New building
- Addition
- Porch or vestibule
- Solarium, veranda
- Modify or renovate the exterior of a building
- Exterior finishes: alteration or changing materials (including roofing): color, type of materials, style, renovating existing finishes
- Changes to doors, windows and garage doors, even if the existing opening remains: color, type, modulation, style, bay window, enlarging of existing openings
- Structural changes: interior and exterior
- Landscaping: adding or modifying paved surfaces, planting hedges in front yards (respecting new green bands & vegetation and plant coverages)
- Changing grade levels (raising or lowering land levels)

- Driveway: enlarging or repaving driveway and/or installing heated driveways (must be equipped with a drainage system)

Issuing of permits for gardening, treatment and maintenance of lawns, trees and shrubs
In order to operate in the Town of Mount Royal, lawn and garden contractors must hold a gardening permit issued by the Urban Planning and Development Division. The permit is valid from January 1 to December 31 and must be obtained in person at the Urban Planning offices (20 Roosevelt Avenue). Come to our counter with a duly completed form, your vehicle registrations to obtain your permit. The presentation of a CD4 certificate (issued by the Ministère du Développement durable, Environnement et lutte contre les changements climatiques) will also be requested.
Issuing of snow removal permits
Mandatory for all companies wishing to carry out snow removal work on the territory of Mount Royal, a snow removal permit can be obtained at the Urban Planning offices upon presentation of a duly completed form, registration of the vehicles that will be operating on the territory as well as relevant proof of insurance (vehicle and company). Our snow removal permits are valid from November 1 to October 31.
Bring all relevant documents (blueprints, certificate of location, etc., depending on the project) to our Inspection Service Counter at 10 Roosevelt Avenue. You can find examples of required plans in the documentation associated to this page.
