On February 16, 2020, a referendum poll will be held on Draft By-law No. E-1907 to Order the Construction of a Sports and Community Complex and a Loan of $27,800,000 for That Purpose. Initiated in response to the results of the register held on November 6, 2019, the referendum will comply with the Act respecting elections and referendums in municipalities (CQLR, c. E-2.2).
Detailed information will be updated and expanded as the referendum period draws near, through this news item. Townies are invited to refer to it as needed.

Representatives of Qualified Voters
Under section 564 of the Act respecting elections and referendums in municipalities (CQLR, c. E-2.2), a representative of the qualified voters who favour an affirmative answer to the referendum question and a representative of the qualified voters who favour a negative answer to the question may be designated.
The designations are made by the Town clerk upon receipt of a written application.

The Chief Electoral Officer of Quebec will send the referendum list to the returning officer. The scheduled deposit date is January 20, 2020. Qualified voters who are domiciled in the Town, whether they are landlords or tenants, will be automatically entered on the referendum list. Qualified voters who are not domiciled will have to register by contacting the office of the returning officer.
Notice of Revision
A notice of revision of the referendum list will be delivered to every address in Town during the week of January 20, 2020. Please read it carefully. The notice lists the names of the qualified voters who are entered on the referendum list for your address. If your name does not appear on the notice or if you do not receive a notice, you are not entered on the referendum list. In such cases, we encourage you to immediately contact the office of the returning officer to determine whether you can be entered on it. Please note that to be eligible to vote on February 16, 2020, you must be entered on the referendum list.
Revision of the Referendum List
Any request for revision of the referendum list (entry, correction, striking off) must be made in person to the Board of Revisors, which will sit from January 27 to 29, 2020, at 90 Roosevelt Avenue, Town of Mount Royal.
If you find any errors in the notice of revision of the referendum list, you must personally apply to the Board of Revisors of the Referendum List for the necessary changes to be made.
All requests for revision must be completed by 17:30 on January 29, 2020, after which point the referendum list cannot be changed.
IMPORTANT: You cannot vote if your name does not appear on the referendum list.
Schedule of sittings of the Board of Revisors of the Referendum List
- Monday, January 27, 2020, from 14:30 to 17:30 and from 19:00 to 22:00
- Tuesday, January 28, 2020, from 14:30 to 17:30 and from 19:00 to 22:00
- Wednesday, January 29, 2020, from 10:00 to 13:00 and from 14:30 to 17:30
Unlike in municipal elections, a legal person may be qualified to vote in a referendum. To be considered a qualified voter, the legal person must have been, for at least 12 months, the owner of an immovable or the occupant of a business establishment located within Town territory.
However, to be able to exercise its right to vote, the legal person must first submit to the Town, by January 17, 2020, an application for entry on the referendum list and a resolution designating the natural person who will exercise the right to vote on the legal person’s behalf. Take note that the application for entry or a power of attorney sent after January 17, 2020, but no later than January 29, 2020, will be considered an application to correct the municipal list of electors.

If you are entered on the referendum list, you will receive a reminder card in the mail during the week of February 3, 2020.
The card will specify the address of the polling station.
Keep your reminder card and bring it with you when you go to vote. It will help the polling officers find your name on the referendum list more quickly.
An advance poll will be held on Sunday, February 9, 2020, and Monday, February 10, 2020, from noon to 20:00. This poll is open to all qualified voters entered on the referendum list. The advance polling station will be specified on your reminder card and on the Town website.

To vote, you must go to the polling station specified on your reminder card and present one of the following pieces of identification:
- plastic health insurance card issued by the Régie de l’assurance maladie du Québec;
- plastic driver’s licence issued by the Société de l’assurance automobile du Québec;
- Canadian passport;
- certificate of Indian status;
- Canadian Forces identity card.
Vote-counting will begin when the polling stations close at 20:00 on February 16, 2020. The results will be announced beginning at 21:00 and as they become available.
You will be able to view the results on a big screen at the Recreation Centre, located at 60 Roosevelt Avenue.
To work during the advance poll, you will need to be available at least all day on February 9 and 10, 2020, as well as on February 16, 2020, beginning at 19:00.
To work only on polling day, you will need to be available all day on February 16, 2020.
Mandatory training will be provided to the selected candidates. The training session will be held on a weekday evening in February. Training time will be remunerated, provided you carry out all the duties for which you were trained.
To apply, fill out the application form either by hand or onscreen. After filling out the form, contact the Returning Officer’s office to make an appointment to submit your duly completed application in person. Submitting the application in person is mandatory for candidates who have not previously worked in Town of Mount Royal elections. Applications not meeting this requirement will be refused.
