Système électronique d'appel d'offres (SEAO)

Calls for tenders greater than $100,000 are posted on Quebec government's Système électronique d'appel d'offres (SEAO) website. All calls for tenders listed on SEAO currently open.

Also listed on the SEAO website are the contracts awarded by Town of Mount Royal that involve the expenditure of $25,000 or more. These are tenders that have been accepted.

Contract management policy

The Town of Mount Royal has adopted a contract management policy that promotes transparency in the granting of municipal contracts and ensures compliance with all rules when awarding them. The policy applies to all calls for tenders and requires that all suppliers adhere to it.

Town of Mount Royal general procurement procedures

Legal context: Cities and Towns Act, section 573. Special conditions and exceptions are provided by the Act.

  • Call for tenders by invitation (by telephone, fax or email) to at least two qualified suppliers.
  • Contract awarded by the Material Resources Division up to $24,999.99 (including taxes) upon approval by the Town Manager ($5,000 to $24,999.99).

  • Council may require that some calls for tenders be subject to a bid weighting and evaluation system.
  • Council awards the contract by means of a resolution.

  • Calls for offer are published in the media, usually the La Presse and Constructo newspapers, and on an electronic billboard approved by the Quebec government.
  • Council awards the contract by means of a resolution at a public meeting.

Direct Deposit Service

To register to direct deposit, suppliers need only fill out the proper form and return it to the Town along with a company cheque with VOID written across the front. The cheque can be scanned and electronic documents should be sent to cf-ap@ville.mont-royal.qc.ca.

Please notify us of any changes to your banking information by sending us a new, duly completed form and a new voided cheque.

You will receive a detailed deposit notice by email two (2) days before a deposit is made.
